±21.5 Hectares of Vacant Bushveld Land Inside Dinokeng Game Reserve | R2,250,000 This sale is for vacant land only. There is currently no house, lodge, borehole or other developed infrastructure included in the purchase. For the buyer who wants to create something of their own rather than pay a premium for somebody else's improvements, this is an unusual opportunity: approximately 21.516 hectares of undeveloped bushveld within the Dinokeng Game Reserve, Gauteng's only Big Five game reserve. Dinokeng is a privately owned conservation landscape created through cooperation between government and more than 170 private landowners. The reserve covers approximately 19,000 hectares, is malaria-free and lies approximately 40 minutes from Pretoria. Lion, elephant, rhino, buffalo and leopard form part of the wider reserve ecosystem. What exactly are you buying? The buyer is purchasing freehold land. Ownership remains registered in the owner's name, but ownership inside Dinokeng operates within the rules of the reserve and its Landowners' Association. Membership of the Association is compulsory for incorporated land, and the purchaser must enter into the applicable Dinokeng Land Incorporation Agreement. This is therefore not an ordinary agricultural plot where an owner can simply fence 21 hectares, build anywhere and use the property however they choose. It is private land within a managed conservation ecosystem. What may potentially be developed? The Dinokeng documentation provides for use of incorporated property for: - Private residential purposes - Game-reserve and eco-tourism purposes - An approved tourism business, lodge or similar operation, subject to the applicable approvals For ordinary private residential use, the documentation provides for one residence per title, unless another formal process is followed. Any commercial eco-tourism use requires Dinokeng approval and compliance with its Environmental Management Plan. The Dinokeng documentation also refers to a maximum development footprint of approximately 1% of the land area, subject to reserve rules, planning legislation and environmental approvals. On ±21.516 ha, 1% equates mathematically to approximately 2,152 m². That does not mean a buyer automatically has approval to build 2,152 m². It is an upper land-development principle and any actual development remains subject to Dinokeng, municipal/planning and environmental approval. Environmental approval is important This property is vacant land in a conservation environment. A buyer should expect environmental due diligence before designing or commencing development. The environmental documentation identifies potential NEMA triggers including clearing 300 m² or more of indigenous vegetation in specified sensitive geographic areas, constructing certain roads wider than 4 metres, tourism accommodation and development within specified distances of a watercourse. The process can include consultation with GDARD, specialist studies where required, public participation, an environmental report and Environmental Management Programme. This is not a disadvantage that should be hidden from buyers — it is part of owning land inside a protected conservation environment. Borehole and water A future owner may investigate a borehole, but abstraction and storage are governed by South African water legislation. The environmental documentation identifies a 10 m³/day borehole abstraction threshold and 10 m³ property water-storage threshold among the water-use triggers that may require licensing/authorisation depending on the particular activity. Can the buyer fence the entire 21.5 hectares? Not automatically. Dinokeng functions as an open wildlife ecosystem. Internal fencing generally cannot simply be erected around the entire property to prevent animals traversing the land. An owner can apply for an agreed "Excluded Land" area around a future private homestead or similar private-use area, but that area must be negotiated and approved by the Association and documented accordingly. That distinction is important for a serious purchaser. Wildlife and traversing Wildlife moves freely across incorporated properties. Ownership of the land therefore does not amount to private ownership of every wild animal crossing the property. The Dinokeng structure provides for game to be managed collectively through DGR Game Enterprises, with associated shares issued to incorporated landowners according to the applicable incorporation arrangements. Owners have the benefit of the reserve landscape for private game viewing, subject to the reserve rules. Dinokeng's current public information confirms more than 140 km of self-drive tracks within the reserve. Dinokeng Reserve Potential self-drive route participation Where a landowner's property forms part of an approved Dinokeng Self-Drive Route, participation is governed by a separate agreement. The supplied agreement provides for 30% of self-drive entrance-fee revenue to be allocated to participating landowners, proportionally according to the kilometres of route contributed by each participating owner. Landowners Consent Agreement SD… This should not be advertised as guaranteed income for Portion 86 unless DGR confirms that this particular property currently participates in the route. Ongoing costs For transparency, buyers should budget for: Municipal rates: Property report estimate approximately R452.03 p.m., subject to the current municipal account. Dinokeng landowner levy: The June 2021 schedule recorded R440 p.m. for an empty plot, but this is an historic amount and the current DGR levy must be obtained before transfer. If the property is developed later, the levy category changes. The 2021 schedule, for example, charged a private occupied residence differently from vacant land and had separate levy structures for lodges, camping sites and commercial activities.
